This gathered high collar party dress for Chelsea will be the fourth garment from my 2 1/2" wide Dollar Tree roll of plaid ribbon. It's another quick craft, and I have to say, one of my favorites so far:@) I was pleased that this dress for the small kid dolls was actually pretty easy folks! It's similar to my pillowcase dress, with the high collar being the main difference. Basically it's a tube with ribbon (or yarn) to tie it closed at the neck.
